Add Institution

Add custom institutions to monitoring lists, configure tracking thresholds, and manage portfolio composition. Currently the universe is bootstrapped from FDIC data; portfolio customization is in the next release.

Portfolio customization arrives in the next release. For now, the full FDIC universe is queryable through Institution Analysis.
